Chief Contracts Officer

Julia Donley leads Astrion's Contracts and Procurement organization, overseeing the full lifecycle of the company's government contracts, subcontracts, and purchasing, from acquisition strategy through negotiation, subcontract and supplier management, compliance, and closeout. Her team's discipline keeps Astrion aligned with FAR and DFARS.

Julia brings more than 20 years of contracts, procurement, and supply chain leadership across the federal marketplace. She joined Astrion after leading Contracts and Procurement for a $650 million spend portfolio at Abt Global, and before that directed a 240-person Global Supply Chain organization managing $3.5 billion in spend at Booz Allen Hamilton, with earlier executive roles at ICF International and TASC. At Astrion, she has unified the contracts and procurement organization following several business integrations and is now leading a new Contract Lifecycle Management system to modernize how the company works.

Julia holds a J.D. in Corporate Law, an International MBA from the University of South Carolina, and a Graduate Certificate in Procurement and Contracts Management from the University of Virginia. She grew up in a military family, an experience that grounds her focus on mission success.
